TILDEN TOWN BOARD MONTHLY MEETING

Wednesday July 11, 2018 @ 7:00 PM

Tilden Town Hall, 10790 100th Avenue, Chippewa Falls, WI 54729

 

Minutes 

·       Meeting called to order at 7:08 p.m. with the Pledge of Allegiance lead by Daniel Adams

·       Daniel Adams did roll call of Board Members; Daniel Adams – present, Wayne Bowe – present, and Daniel Reischel – present.  All Board members present.

·       Clerk Steve Plendl verified to the Town Board that notices were published in the Chippewa Herald, posted on the Town’s website, and posted in the following locations; Bresina’s Home Town Bar & Grill, Baier’s Bar, in front of the Townhall and in the Recycling Center.

·       It was noted that the agenda has incorrectly listed the minutes to approve as May 9, 2018 meeting, when it should have been June 11, 2018.  Daniel Reischel made a motion to approve the minutes of June 11, 2018 Town Board Meeting as written.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.

·       Mary Hartman gave the Treasurer’s Report.

·       The Fire Department Report was given by Tony Schemenauer.  There were several 1st responder calls in the Township.  Two power poles blew over and the TVFD responded.  The lights on one of the TVFD trucks needs to be replaced.  This will be paid for using proceeds from the Lady’s Auxiliary Breakfast fundraiser.

·       Vern Bowe gave the Highway Department/ Shop Maintenance Report.  He discussed the work on 70th Street.  Culvert fixed on 105th Ave.  90th Street is paved, only the culvert area patch needs paving and then the road can have lines painted and the work will be completed.

·       Recycling Center Report was not given due to Al Goettl being gone.

·       Constable’s Report was given by Daniel Adams, Frank Beaudette was gone.  Daniel Adams talked with Steve & Paul Williams about the dog running at large.  Daniel Adams said after talking with Steve & Paul Williams about the dog it was decided that if the dog was running at large the Sherriff would be called and the dog destroyed.

·       Steve Plendl provided the Clerk’s report:  One driveway and building permit were issued to John & Sonja Leenhouts at 10365 124th Street for a detached garage and one building permit was issued to Robin Geissler for a lean-to on an existing shed located at 9935 Co. Hwy. B.  Tobacco Selling licenses were issued this month to Bresina’s Home Town Bar & Grill LLC, Dougies LLC, and to Schemboda’s LLC (Shady Pine Bar).  The Townhall was rented June 23rd and is not scheduled to be rented in July.  Reviewed the people who have been referred to collections by the Town of Tilden. The Clerk’s financial accounts reconciled with the Treasure’s financial accounts.

Discussion and possible action on:

  1. Daniel Adams made a motion to approve bartender licenses for Albert Goettl, Stacy Katz, Muzafer Elezi, and Sara Elezi.  Wayne Bowe seconded the motion.  Motion passed on voice vote with only ayes being heard.
  2. The Clerk informed the Town Board that Tobacco Selling Licenses were issued to the following businesses: Bresina’s Home Town Bar & Grill LLC, Dougies LLC, and to Schemboda’s LLC (Shady Pine Bar). 
  3. The Clerk presented a list of election workers for the August and November 2018 elections.  Daniel Adams made a motion to hire Mary Geissler, Clarence Stoffle, Liz Blum, Bonnie Rothbauer, Judy Goettl, Fran Sykora, Shirley Bowe, Russ Ruf, Julie Geissler, Judy Roth, and Charlene Kervina.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  4. Daniel Adams met with the Wisconsin DNR to clarify the requirements for Tilden’s closed landfill.  The WDNR issued a new site assessment that indicates that a sign needs be posted to be in compliance with the landfill closure contract.  Sign wording and purchase cost will be on next month’s agenda.
  5. The Clerk reported that Tilden received a recycling grant from Chippewa County in the amount of $2730.00 for 2018.
  6. In the matter of trees along 110th Street right away, Goettl Logging would like to work on it this winter.  The Township is talking with several land owners about these trees along the road.
  7. Daniel Adams made a motion to hire Prochnow Assessing as Tilden’s assessor.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  8. Road Issues:
    1. 113th Avenue – no action taken.  Waiting for Chippewa Co. to provide elevations along 113th Avenue to the Town Board, so no discussion was held.
    2. The Town of Tilden and Town of Wheaton worked on crack filling 70th Avenue from 110th Street to termination.  The road should be ready for chip sealing.
    3. While discussing any road in the Town the condition of several culverts was brought up.  The Town will check the culverts in question on 110th Street and 125th Avenue.
  9. Reminders - none
  10. Public comment
    1. Town Board acknowledged an email from Mrs. Carroll concerning a dog.  This was addressed in the Constable’s Report by Daniel Adams.
    2. Town Board acknowledge receiving an email from Angela Dachel that stated an understanding was reached with Baier’s Bar regarding patrons coming on Dachel’s lawn.
    3. Francis Goettl informed the Town Board that he was stepping down from his position as the head of the Tilden’s Road/Highway crew.  Francis G. said that he was turning it over to Vern Bowe.  Daniel Adams expressed the thanks of the Township for Francis’ 68 years of hard selfless work for Tilden.
  11. Daniel Adams made a motion to approve the vouchers and transferring funds for the paying of the bills.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  12. Announcements & items to be placed on upcoming agendas:
    1. LP Pre-pay contract
    2. Landfill sign
    3. Tree removal along 110th Street
    4. Sign Permit for Steve Cassellius on Co. Hwy B
    5. Replacement of copier cost
  13.  The next meeting date is set for Aug. 8, 2018 at 7 p.m.
  14. Wayne Bowe made a motion to adjourn the meeting.  The motion was seconded by Daniel Reischel.  Motion passed on voice vote with only ayes being heard.  Meeting adjourned at about 7:48 p.m.
