MINUTES OF PUBLIC BUDGET HEARING

FOR THE TOWN OF TILDEN, CHIPPEWA COUNTY HELD ON NOV. 29, 2018

 

The Public Hearing started at 6:35 p.m.at the Tilden Town Hall located at 10790 100th Avenue,Chippewa Falls, WI.  The Town of Tilden Board members present were Daniel Adams and Wayne Bowe.  Daniel Reischel came in a few minutes late. 

A total of 10 Town Electors are present, this includes the Town Board, Treasurer and Clerk.

Notices for these meetings was published in the Chippewa Herald and on the Town’s website, posted on the front door of the Townhall, in front of the Townhall, in the Town’s Recycling Center, at Baier’s Bar and Bresina’s Old Town Bar & Grill.   

Daniel Adams states that the Town Board is willing to answer any questions from the public in regards to the budget or levy increase.  A question was asked about the length time the increase will be on the tax levy, Daniel Adams replied it is permanent until changed during another Special Town Meeting of the Electors.  Short discussion about the Town’s 2019 Budget: cost of loan for new truck.  Daniel Adams asked again if there were any questions.  No one spoke.  Daniel Adams ended the Public Hearing at 6:54 p.m.

 

MINUTES OF SPECIAL TOWN MEETING

OF THE ELECTORS OF THE TOWN OF TILDEN, CHIPPEWA COUNTYHELD ON NOV. 29, 2018

SPECIAL MEETING of the TOWN OF TILDEN ELECTORS pursuant to Sec 60.12(1)(b) of Wis. Statuteswas called to order at 6:54 p.m. immediately following the Board’s Informational meeting.  The Special Town Meeting of the Electors notice was published in the Chippewa Herald and online on the Town’s website, posted on the front door of the Townhall, in front of the Townhall, in the Town’s Recycling Center, at Baier’s Bar and Bresina’s Old Town Bar & Grill. 

1.     Daniel Adams asked the 10 people attending the Special Town Meeting for input into the levy and budget.  Daniel Adams asked them to read the proposed budget and resolutions and again asked if there were any questions.  None were asked. Those present will cast paper ballots for the first resolution followed by a voice vote on the 2019 Town Budget and a second resolution.  David Bowe read the “Resolution for Electors to Exceed the Levy Limit at Special Town Meeting of the Electors” to those present (see attached resolution).  David Bowe made a motion to adopt the “Resolution for Electors to Exceed the Levy Limit at Special Town Meeting of the Electors” allowing the Tilden Town Board to exceed the levy limit by $40,000.00 for a total levy of $239,433.00.  David Miller seconded the motion.  Paper ballots were passed out by Daniel Adams.  Pam Miller collected the completed ballots and Albert Goettl counted the ballots.  Daniel Adams gave the results; 10 voting in favor of the $40,000 levy increase, zero (0) votes against, and zero (0) votes abstaining.  Motion passed.

Dave Miller read the “Resolutions for Electors to Adopt the Town Tax Levy at Special Town Meeting of the Electors” (see attached resolution) to those present.  Dave Miller made a motion to adopt the Town Board’s 2019 Budget and the resolution for the $239,433.00 Tax Levy for 2018 collected in 2019.  Pam Miller seconded the motion.  A voice vote of the 10 people present was held with 10 ayes being heard, no nays or abstentions.  Motion passed.

2.     After a discussion about highway expenditures for 2019 David Bowe made a motion to allow the Town to exceed Highway expenditures pursuant to Section 82.03 of Wisconsin State Statutes.  David Goettl seconded the motion.  Motion passed on a voice vote with only ayes being heard.

Pam Miller made a motion to adjourn the Special Town Meeting.  Dave Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.

Meeting adjourned at 7:10 p.m.

Minutes of the Nov. 29, 2018 Meeting of the Town of Tilden Board

Daniel Adams called the meeting to order at 7:11 p.m. and performed a roll call; Daniel Adams – present, Wayne Bowe – present, Daniel Reischel – present.  Daniel Adams asked the Clerk how the meeting was noticed.  Notice for the meeting was published in the Chippewa Herald and on the Town’s website, posted on the front door of the Townhall, in front of the Townhall, in the Town’s Recycling Center, at Baier’s Bar and Bresina’s Old Town Bar & Grill.   

1.     Wayne Bowe made a motion to adopt the 2018 levy to be collected in 2019 and 2019 Town Budget.  Daniel Adams seconded the motion.  Motion passed on a voice vote with only ayes being heard.

2.     Daniel Adams made a motion to adjourn the meeting.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.  Meeting adjourned at 7:15 p.m.
