TILDEN TOWN BOARD MONTHLY MEETING

Wednesday Sept. 12, 2018 @ 7:00 PM

Minutes

- Meeting was called to order at 7:08 p.m. and began with the Pledge of Allegiance

- Daniel Adams did Roll call: Daniel Reischel – present, Wayne Bowe – present, Daniel Adams - present

- Clerk Steve Plendl verified public notice was given by the Town Board in the Chippewa Herald Newspaper, posted on the Town’s website, in front of the Townhall, in the Recycling Center, at Bresina’s Old Home Bar & Grill, and at Baier’s Bar.

- Daniel Reischel made a motion to approve the minutes from the Aug. 7, 8, & 22, 2018 Town Board Meetings as written.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.

- Mary Hartman gave the Treasurer’s Report.

- Fire Department Report was given by Fire Chief David Goettl.   Responded to a car accident with two (2) fatalities.  The fire trucks are going in for service within the next month.  Still need to purchase three (3) sets of turn-out-gear.  David G. said the Fire Department needs some new recruits and that most fire departments are having the same problem recruiting new people.

- Highway Department/ Shop Maintenance Report was given by Vern Bowe.  Wellner’s Mowing Service is mowing the ditches.  Vern B. also mentioned the pothole near the Shady Pine Bar was filled but may require more work in the future.  Road shoulders should be looked at during next spring’s road tour.

- Recycling Center Report was given by Al Goettl, who stated all is well.

- Constable’s Report was given by Frank Beaudette.  Frank B. reported one barking dog complaint.

- Steve Plendl gave the Clerk’s report.  An electrical permit was issued to H & R Electric for work on Roger Bohl’s house on 100th Ave.  A building permit was issued to Robin Geissler for a garage addition located on Co. Hwy. B.  Sign permit was granted to Steve Cassellius located along Co. Hwy. B.  A building permit to Dusting and Sarah Hartjes for a deck replacement located on 123rd Street.  A building permit to Shaun Christensen for a new shed along 98th Avenue.  A building permit to Steve Mayer to build an Ag. shed along 102nd Avenue.  There were no Townhall rentals for the month and none scheduled until December.  Outstanding bills were discussed and a question was asked about the progress of working with the State to collect past due bills – the Clerk responded that he is doing the best he can.  The current month’s wage ledger and c-report were discussed.  The Clerk’s and Treasurer’s books/accounts are reconciled/balanced.  Douglas Bresina surrendered his liquor and tobacco licenses to the Clerk.  Megan Bresina and Scott Schlapper’s liquor license took effect after the surrender.  Their new business’ name is Bresina’s Old Town Bar & Grill. 

Discussion and possible action on:

  1. John Mickesh presented a CSM for Michael and Katia Hauser for land located on the Southwest corner of 118th Street and 118th Avenue.  After some discussion about existing buildings, Daniel Adams made a motion to approve the CSM for Michael and Katia Hauser as drawn.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  2. There was a lengthy discussion about authorizing a Raze Order for Keith Dachel’s home located at 7527 85th Ave. Chippewa Falls, WI.  No action taken.
  3. At Daniel Adams request Hay Creek Enterprises sent a proposed sign design for the Town’s closed landfill.  The Town Board reviewed the sign’s design and found it meets the Wisconsin Department of Natural Resources requirements.  Daniel Adams made a motion to purchase the landfill sign from Hay Creek Enterprises for $400.00.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  4. No action was taken on the pre-paid LP contract.
  5. The Clerk presented Bartender License applications for Emilee Larson & Kyle Hable.  The Town Board asked if a background check had been completed and the Clerk told the Board that there were no offenses to prevent the applicants for being granted licenses.  Daniel Adams made a motion to grant Bartender Licenses to Emilee Larson and Kyle Hable.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  6. The Clerk presented a request for a Picnic license for Rough Riders Snowmobile Club and a one-day bartender license for Dick Goulet.  The Board asked if the Clerk performed a background check on Dick Goulet.  The Clerk said yes and that there were no offenses to prevent the issuance of the licenses.  Daniel Adams made a motion to grant a Picnic License to the Rough Riders Snowmobile Club and a one-day Bartender License to Dick Goulet.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  7. The Clerk asked to hire new election works for the November 6th election.  Daniel Adams made a motion to hire Mike & Bev Goettl, Al Goettl, and Connie Bowe for the November 6th election.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  8. No action was taken on Chippewa County’s question; Does the Town Board believe that public health, safety and welfare is at risk and that risk would warrant the adoption of a moratorium on CAFO’s by the County Board?
  9. Road Issues:
    1. 120th Avenue blacktop patch is completed.  The Board asked the Clerk to confirm how much of the road work was completed on the contract with Senn Blacktop.
    2. Bridge work on 116th Street should begin by mid-October.
    3. Status of 102nd Avenue to submit for LRIP funds.  Monarch Paving’s last bill (November 2017) said that the job was 97.2% complete.  The lines are painted and the shouldering is done and we are waiting for a bill to complete the job.
    4. 70th Avenue crack seal & chip coat.  Daniel Adams said he would need to call Wheaton’s Town Chairman.
    5. The Town Board discussed the annual bridge inspection and agreed to let Chippewa County perform the inspections.
    6. Daniel Reischel viewed the culvert(s) along 125th Avenue and found no erosion problem.
  10. No action was taken on the Human Society contract.
  11. Two 2019 Budget Meeting Dates were set – October 9, 2018 at 7:30 p.m. and Oct. 23, 2018 at 7:30 p.m. both are at the Townhall.  More meetings maybe added as needed.  Also discussion about increasing the levy to meet Town needs.
  12. Tilden’s population is estimated to be 1519.
  13. There was no comment by the public.
  14. Daniel Adams made a motion to approve the vouchers and transfer funds for the paying of the bills.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  15. Announcements & items to be placed on upcoming agendas:
    1. Budget meeting times – see above
  16. The next monthly Town Board meeting will be October 10, 2018 at 7:00 p.m. in the Townhall.

-        There was a discussion about the new truck the Town purchased.  Daniel Adams, Vern Bowe, and Tony Schemenaur went to view the progress of equipping the truck.  Daniel Adams said it should be delivered about mid-October.

  1. Wayne Bowe made a motion to adjourn the meeting.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.  Meeting adjourned at 8:37 p.m.
