TILDEN TOWN BOARD MONTHLY MEETING

Wednesday May 9, 2018 @ 7:00 PM

Minutes 

- Daniel Adams called the monthly meeting to order at 7:06 p.m. beginning with the Pledge of Allegiance.

- Daniel Adams called roll; Daniel Adams – present, Daniel Reischel – present, Wayne Bowe – present.

- The Clerk verified that the meeting was properly noticed by the Town Board.  It was published in the Chippewa Herald & Online, posted at the Townhall & Recycling Center, Baier’s Bar, and Bresina’s Bar.

- Daniel Adams asked fellow board members to review the minutes from the April 11, 2018 Monthly Town Board meeting.  Daniel A. asked if there were any needed corrections to the minutes.  The other board members agreed the minutes needed no corrections.  Wayne Bowe made a motion to accept the minutes from the April 11, 2018 Town Board meeting as written.  Daniel Reischel seconded the motion.  On a voice vote the motion passed with only ayes being heard.

- Mary Hartman gave the Treasurer’s Report.

- Fire Department Report was given by TVFD Chief David Goettl.  Mutual aid was provided to Eagle Point for a fire.  There were two EMS calls.  The Pancake Breakfast had a good turnout, serving over 800 people.  The Tilden Volunteer Fire Department Lady’s Auxiliary will be donating a deluge gun to replace an older model that is having problems.

- Vern Bowe gave the Highway Department Report.  Road ban signs have been removed and pot holes are being filled.  Some trees need to be removed along several Town roads.

- Recycling Center Report was given by Albert Goettl, who said that everything was going fine.

- Constable’s Report was not given due to Frank Beaudette being absent.

- Steve Plendl provided the Clerk’s report:  Six (6) permits were issued – 1 new home permit on 124th Street (Lorne Patzoldt), 1 garage and 1 electrical permit on 118th Ave. (David Padrutt), 1 garage permit on 92nd Ave. (David Schmidt), 1 electrical permit on Cty. Hwy. S (James Reischel), and 1 driveway permit on 85th Ave. (Sheridan Pabst).  There are no Hall rentals until June 23, 2018.  Outstanding bill status continues to be the same.  The Clerk and Treasurer’s accounts are in balance.  Clerk will be gone on June 6, 7 & 8 and then again June 22 through June 29, 2018.

Discussion and possible action on:

  1. Three road bids for 90th Street were opened.
    1. Senn Blacktop, Inc. - $82,421.62
    2. Monarch Paving Co. - $86,638.73
    3. Chippewa County - $87,859.78
    4. After examining the bids and discussing the options the Town Board asked the bidders if they had any questions – all said no.  Daniel Adams made a motion to award the contract to Senn Blacktop, Inc. for $82,421.62 with work to begin at the end of June 2018.  Wayne Bowe seconded the motion.  The motion passed on a voice vote with only ayes being heard.  A contract was signed with Senn Blacktop, Inc.
  2. Daniel Adams made a motion to approve the Fireworks Permit for Kelly Harings for July 7th & 8th.  Daniel Reischel seconded the motion.  The motion passed on a voice vote with only ayes being heard.
  3. The Town Board was informed that the Bloomer Telephone Co. was awarded a PSC grant for rural internet access for the Bloomer School District students, including those residing in the Town of Tilden.
  4. The Town Board was informed that Chippewa Valley Century Ride will happen on May 27, 2018
  5. Daniel Adams discussed the 2018 Road Ditch Cleanup with Vern Bowe and Francis Goettl.  This needs to be completed on or before May 30, 2018.
  6. The Town Clerk has sent out Bartender and Liquor license renewal information, which is due back on or before May 23, 2018.
  7. Daniel Adams mentioned two main points from Tilden’s Annual Town Meeting; Tilden’s property tax levy increase and increasing wages for the Town’s elected officials.
  8. The Town Board reviewed and discussed wages for Town Employees.  Wayne Bowe made a motion to increase Recycling Custodian’s wage from $8.00 per hour to $9.00 per hour, increase General Worker’s wage from $10.75 per hour to $12.50, increase Francis Goettl’s wage from $12.50 per hour to $13.00 per hour, and increase Patrol Operator’s wage from $12.00 per hour to $13.00 per hour.  Daniel Reischel seconded the motion.  Motion passed with only ayes being heard.
  9. Road Issues:
    1. Spring road bans have been lifted.
    2. Daniel Adams started the overview of the meeting on May 2nd with County Highway Department, Tilden Town Board and citizens at 113th Avenue and Cty. Hwy. Q by asking for public comment.  Jerrod Hilger asked about water flow in regards to flow volume and direction.  Several options were talked about but no decision was made.  Need clarification of property lines and road boundaries / right-of-way.  Chippewa County indicated that work would not begin until the fall of 2018.  This will be an agenda item next month.
    3. Daniel Adams made a motion to adopt the resolution that was made at the Annual Town Meeting in support of Roundabout at the intersection of Cty. Hwy.’s S & Q and is posted at posting sites in Tilden.
    4. The overview of April 26, 2018 Road Tour by the Town Board included a discussion of proposed crack sealing & chip coating various roads within the Township.
    5. Daniel Adams ask for public input about any road in the Town.  Kathy Shear brought up the condition of 115th Avenue as a concern.  Francis Goettl mentioned several missing road signs around Tilden.  Daniel Adams said to replace the missing signs.
  10. There was a discussion that included public comments for and against the question; Should Thrift Sales be allowed in the Townhall?  Daniel Adams made a motion that the Town Board has decided to not allow thrift sales to take place at the Townhall.  Daniel Reischel seconded the motion.  Motion was passed on a voice vote with Daniel Adams & Daniel Reischel voting in favor and Wayne Bowe voting against the motion.
  11. Daniel Adams reminded everyone about the Board of Review on May 24, 2018 from 7 to 9 p.m.
  12. Daniel Adams opened the floor for public comment.  Jackie Boos asked the Town Board to consider putting a street light on the corner of 124th Street and 102nd Avenue.  Kathy Shear noted that some people moved here for the darkness.  Mary Hartman, Tilden Town Treasurer, mentioned that over 20 dogs are still not licensed in the Town.  Daniel A. noted that everyone on the list had been contacted and agreed to get the required license.  Daniel A. asked Mary Hartman to mail a letter stating there would be a $25.00 fine for late registration of those dogs on the list and if that doesn’t work then the owners will be taken to small claims court.  The Town Board also acknowledge the receipt of a letter challenging large scale animal facilities.
  13. Daniel Adams made a motion to approve the vouchers and transferring funds for the paying of the bills.  Daniel Reischel seconded the motion.  The motion passed on a voice vote.
  14. Announcements & items to be placed on upcoming agendas:
    1. 70th Street chip / crack seal
    2. Street light request
    3. 113th Avenue
    4. Liquor / Bartender license renewals
    5. St. Peter’s Picnic License request
  15.  The next date for next monthly meeting is June 13, 2018 at 7 p.m.
  16.  Daniel Adams made a motion to adjourn the meeting.  This was seconded by Wayne Bowe.  Motion passed on a voice vote with only ayes being heard.  Meeting adjourned at 8:55 p.m.
