TILDEN TOWN BOARDMEETING

Wednesday Aug. 9, 2017 @7:30 p.m.

Minutes

·        Called meeting to order at 7:34 p.m. starting with the Pledge of Allegiance.

·        Roll call/quorum – Daniel Adams, present – Daniel Reischel, present – Wayne Bowe, present

·        Verification of public notice by Town Board – notice was published in the Chippewa Herald and posted on Township’s website, at the Town Hall, Recycling center, Baier’s Bar, and Bresina’s Bar.

·        Reading of Meeting minutes from July 12, 2017 Town Board meeting. – Wayne Bowe made a motion to approve the meeting minutes from the July 12th Town Board meeting.  Seconded by Daniel Reischel.  Voice vote taken, all responded aye, no nays.  Motion passed.

·        Treasurer’s Report – Mary Hartman gave the Treasurer’s Report. 

·        Fire Department’s Report – David Goettl gave the Fire Department report say it was quite in the Township.   One car accident was responded to and a couple of first responder calls.  David said that the Fire Department has an extra portable pump – the one that was donated by Klingers.  New Auburn Fire Department has expressed interest in it.  This will be an agenda item next month.  David would try to determine the value of the pump by the next meeting.  David would like to order eight (8) sets of turn out gear.  Some of the turnout gear is expiring, it has a 10-year shelf/work life.  The Fire Department is required to be replace turnout gear every 10 years regardless of wear and tear.  There was a discussion of trying to space the replacements over several years because the gear is expensive and there will be more replacements needed over the next several years. But this may not be practical because of the mandate to replace the turnout gear every 10 years.  One set of turnout gear is about $1700.  We currently have 22 firefighters and 32 sets of turn out gear.  Town chairman said to go ahead and order the replacement turnout gear.

·        Highway Department / Shop Report – Francis Goettl gave the report and stated that there wasn’t much going on with the roads.  Maintenance truck (F350) was out for repairs.  Discussion about some trees to remove along 115th Avenue, 90th Street, and 110th Street.  Need to address some erosion by a culvert – road not stated.

·        Recycling Report – Albert Goettl reported recycling was going fine.

·        Constable’s Report – Frank Beaudette reported all is well.

·        Committee to purchase plow truck report – No action was taken during the past month.  Discussion about meeting sometime within the next month to finalize the requirements and to arrange for bids.

·        Clerk’s Report – Clerk Steve Plendl discussed the outstanding invoices from car accidents and such.  The clerk contacted the collection agency to see who was sent to collections and who was not in collections.  Those not in collection were sent a letter notifying them that unless we hear back within 30 days that they will be turned over to a collection agency.  Three of the more recent invoices where sent another bill.  The outstanding building permits have been updated by Al Balsiger.  We are up-to-date on our building permits.  The hall is reserved for Aug. 26.  The floor in the town hall will be waxed Sept. 16th through 24th.  Discussion about the clerk having the authority to issue Temporary Picnic Liquor Licenses and one-day bartender licenses.  This was due to the Rough Rider Snowmobile Clubs request for a Temporary Picnic Liquor License for Sept. 24th.  It was determined that the Town Clerk can issue Temporary Picnic Liquor Licenses and one-day bartender licenses.  It was also stressed that the Town Board needs to informed when these are issued.  Census is starting to gear-up which will require information from the Town’s government to complete.

 

Discussion and possible action on:

  1. CSM for Lanny and Judith Roth – The CSM was presented by John Mickesh.  Board discussed the CSM and land use in the immediate area, making sure everyone was being made aware of what was nearby.  Judith Roth was present and said that anyone buying the property would be made aware of the confined hog operation in the area – she would make it a requirement before a sale takes place.  Daniel Adams made a motion to approve the CSM for Lanny and Judith Roth, seconded by Wayne Bowe.  Voice vote taken, all responded aye, no nays.  Motion passed.
  2. Hiring Tony Wold as a fireman – David Goettl talked about Mr. Wold’s experience and enthusiasm to join.  He believed that Mr. Wold would be a good fit in the department.  After further discussion Wayne Bowe made a motion to hire Tony Wold as a fireman, seconded by Daniel Reischel.  Voice vote taken, all responded aye, no nays.  Motion passed.
  3. Mutual aid agreement with the City of Chippewa Falls – Fire Chief David Goettl reported that the agreement was in place and in effect Aug. 9th, 2017.  It would remain in effect until one party decides to cancel it.
  4. Bridge Aid -  The Chippewa County engineer was gone and the Town Chairman was unable to talk with him about this.
  5. Road Issues: 
    1. 102nd Avenue – Chippewa County said they would start the ditch work on 102nd Avenue either Aug. 17th or Aug. 21st, 2017.  It would depend on the weather.  Residents asked to be notified when this will happen.  The Town Board was told that the County would contact the effected land owners before they began.  The Town will also post it on their website calendar.  Several people asked to confirm that the paving would take place in September.  The Town Chairman said as far as he knew it would be done in September.
    2. any road in the town – Discussion about the work done on 100th Avenue.
  6. Regional Business Fund, Inc.’s Micro Loan Program– Discussion between the Board members.  A motion was made by Wayne Bowe to let the County EDC revolving loan committee review loan applications.  The motion was seconded by Daniel Adams.  Voice vote taken, all responded aye, no nays.  Motion passed.
  7. ATV Route status– Town Chairman opened the ATV route to traffic.  The agreement is for the route to be opened from May 1 till closing November 1. 
  8. Check on starting 2018 budgeting– Wait until next month’s meeting to choose a date to start budgeting process.
  9. Clerk requests Township to pay for Fall Town & Village Workshop in Sept. 2017- Daniel Adams made a motion to pay $65.00 for the clerk to attend the Fall Town & Village Workshop meeting.  Motion was seconded by Daniel Reischel.  Voice vote taken, all responded aye, no nays.  Motion passed.
  10. Upgrade Town’s website– Town Board discussed with input from the clerk and the public in attendance.  It was decided that the website functions fine and is adequate for our needs.
  11. Public comment: -Several people addressed the Town Board.  Discussion about CSM (Certified Survey Map) definition and notification of 102nd Avenue residents about when Chippewa County will be doing the ditch work.
  12.  Approving the vouchers and transferring funds for the paying of the bills– Daniel Adams made a motion to approve the vouchers and transfer funds to pay the bills.  Motion was seconded by Daniel Reischel.  Voice vote taken, all responded aye, no nays.  Motion passed.
  13. Announcements & items to be placed on upcoming agendas:
    1. Fire Department’s pump
    2. Budget
    3. Picnic Licenses issued
  14.  Set date for next meeting: - Sept. 13th, 2017 at 7 p.m. – note time change
  15. Adjournment – Wayne Bowe made a motion to adjourn the meeting.  Daniel Reischel seconded the motion.  Voice vote taken, all responded aye, no nays.  Motion passed.  Meeting adjourned at 8:37 p.m.
