Wednesday July 12, 2017 @7:30 p.m.


·        Call meeting to order at 7:35 p.m. starting with the Pledge of Allegiance.

·        Roll call/quorum – Daniel Adams, present – Daniel Reischel, present – Wayne Bowe, present

·        Verification of public notice by Town Board – notice was published in the Chippewa Herald and on Township’s website, also posted at the Town Hall, Recycling center, Baier’s Bar, and Bresina’s Bar.

·        Reading of Meeting minutes from June 14, 2017 and June 19, 2017 Town Board meetings. – Daniel Reischel made a motion to approve the meeting minutes for June 14th and June 19th meetings.  Seconded by Wayne Bowe.  Voice vote taken, all responded aye, no nays.  Motion passed.

·        Treasurer’s Report – Mary Hartman gave the Treasurer’s Report. 

·        Fire Department’s Report – David Goettl gave the Fire Department report stating that there were a few first responder calls and two mutual aid calls.  Talked about Tony Wold as possibly joining the Fire Department.  This will be an agenda item for August meeting.  All the fire numbers have been put in, this completes the fire number project.

·        Highway Department / Shop Report – Worked on the road in front of the Town Hall (100th Avenue).  Dug out the damaged section of road about 4 feet deep and added drain tile before filling in with gravel.  Most of the trees have been removed on 102nd Avenue.  One tall tree and several other trees are left to be removed in preparation for the ditch work along 102nd Avenue.  Pot hole patching of Town roads is complete.  Cement work at the Town Hall is complete and the blacktop is patched where it was sawn for the work.

·        Recycling Report – None was given because Albert Goettl was not present.

·        Constable’s Report – None was given because Frank Beaudette was not present.

·        Committee to purchase plow truck report – Discussion about requirements for the new plow truck.  Want to look at all options.  There is a suggestion to bid the chassis and body separate, this is what Chippewa County does.  Have been in contact with dealers.  Reviewing bids and meeting with sales people.

·        Clerk’s Report – Clerk Steve Plendl discussed the active building permits.  It appears that there are over 12 homes that have open building permits over one-year old.  The Town Board told the clerk to contact the inspector and clear this up by the next Town meeting in August.  There will be changes in the way building permits will be handled at the State level.  It appears that there will online building permit applications starting January 2018.  Still need more information about this.  The clerk provided a list of outstanding bills to the Town Board.  There are $14,273.24 in uncollected bills, most of the bills are for unpaid emergency services that the Town provided.  The clerk is to write a letter that if there is not some arrangement made to pay these bills they will be turned over to a collection agency 30 days after the letter is written and sent.  The Town Hall is not rented this month.  Presented a list of currently active liquor licenses (5) and tobacco licenses (3) along with the current list of operators/bartenders (40) in the Town of Tilden.

  1. Automatic mutual aid with the City of Chippewa Falls report – David Goettl said that we are waiting on the City of Chippewa Falls.  This will be on the agenda for next month.
  2. Notice of tax lien sale by Chippewa County of land in Town of Tilden – It is not actually a sale but it is Chippewa County foreclosing on the property in the Township.  A letter was sent by Chippewa County informing us that they are proceeding with the foreclosure.
  3. CSM for Dean & Peggy Gullickson and Matthew & Carmi Simonson – The CSM was presented by John Mickesh.  Discussion about who is involved with the land in the CSM area.  There is to be an exchange of land to correct lot lines.  Daniel Adams made a motion to approve the CSM for Dean & Peggy Gullickson and Matthew & Carmi Simonson, seconded by Daniel Reischel.  Voice vote taken, all responded aye, no nays.  Motion passed.
  4. Hiring Vern Bowe – Vern Bowe already works for the Township.  He will be transitioning into more of a management position over the next two years.  The intent is to eventually replace Francis Goettl as road supervisor.
  5. Utility permit for Xcel Energy on 102nd Avenue – Wayne Bowe made a motion to approve the Utility Permit for Xcel Energy on 102nd Avenue.  Seconded by Daniel Adams.  Voice vote taken, all responded aye, no nays.  Motion passed.
  6. Road Issues:
    1. 102nd Avenue – open blacktopping bids – There were three bidders, Senn Blacktop, Chippewa County Highway Department, and Monarch Paving.  Reviewed and discused each bid.  The bid amounts appear are very close to each other.  Because this project is a LOCAL ROAD IMPROVEMENT PROGRAM (LRIP) Chippewa County’s bid must be 10% or more below other bids.

                                                    i.     Bids

1.      Senn Blacktop - $99,508.56 estimated total cost

2.      Chippewa County Highway Department - $83,590.09 estimated total cost

3.      Monarch Paving - $87,113.00 estimated total cost

                                                  ii.     Daniel Adams made a motion to award the contract for 102nd Avenue to Monarch Paving, seconded by Wayne Bowe.  Voice vote taken, all responded aye, no nays.  Motion passed.  Monarch Paving agreed to complete the work on 102nd Avenue by the end of September 2017.

  1. Any road in the town – The material removed from 100th Avenue road work ended up by Mike Goettl’s place on 90th Avenue.
  2.  Bridge Aid - No new information from Chippewa County Highway Department.  Daniel Adams will contact Chippewa County.
  3. Waxing and or buffing the Town Hall floors – Sept. 16 – Sept. 24, 2017
  4. Regional Business Fund, Inc.’s Micro Loan Program – Town Board would like more time to study the letter.  It will be on next month’s agenda.
  5. ATV Route status – Mr. Decker has not contacted the Town Chairman yet, so the route remains closed.
  6. Public comment:
    1. Marty Falch requested that the Town put up a sign that says watch for children.  The Town Board said that the Town would not do this, but it did say that a citizen could do this if they want too, as long as they purchased the sign and it was not on the Town’s property or right-of-way.  The landowner would have to give permission for a sign placed on their property.
    2. Mr. Paulson noted that ATVs are currently on the Town’s roads and are posing a hazard.  Also expressed the need to complete paving of 102nd Avenue as soon as possible.
    3. Discussion about culvert options for Mr. Zimmerman on 102nd Avenue.  No action taken.
  7.  Approving the vouchers and transferring funds for the paying of the bills– Daniel Adams made a motion to approve the vouchers and transferring of funds to pay the bills.  This was seconded by Wayne Bowe.  Voice vote taken, all responded aye, no nays.  Motion passed.

  10. – Adjournment - Daniel Adams made a motion to adjourn the meeting, seconded by Daniel Reischel.  Voice vote taken, all responded aye, no nays.  Motion passed.  Meeting adjourned at 8:55 p.m.
