Daniel Adams called the monthly Town Board meeting to order at 7:12 p.m.  The meeting began with saying the Pledge of Allegiance.  Daniel Adams did a roll call, Daniel Adams – present, Wayne Bowe – present, and Daniel Reischel – absent.  Note: Daniel Reischel came in at 7:35 p.m.

Daniel Adams asked for a verification of public notice by town board, which the Clerk confirmed was posted online, in front of the Town Hall, in the Recycling office, on the bulletin boards at the entrances of Baier’s Bar and Bresina’s Bar.  It was also published in the Chippewa Herald newspaper.

Daniel Adams made a motion to approve the minutes from the Oct. 11, 2017 and Oct. 25, 2017 Town Board meetings.  Wayne Bowe seconded the motion.  Voice vote, motion passed, with Daniel Reischel absent.

Mary Hartman gave the Treasurer’s Report.  She reviewed expenses and income, along with other financial activity for the previous month.

Fire Department Report was given by David Goettl.  There were a few first responder calls.  The firefighting gear that was ordered came in.  Also purchased 4 sets of boots, other sets may need to be replace in the future.

Highway Department/ Shop Maintenance Report was given by Francis Goettl.  Francis reported that they were working on preparing for winter.

Recycling Center Report was given by Al Goettl, who reported everything is running smoothly.

Constable’s Report was given by Frank Beaudette, who indicated that there were no problems.

Clerk’s report was given by Steve Plendl.  The clerk reported that people where still getting permits for driveways (3), shed addition (1), new garage (1), new home (1), and a home remodel (1). The Town Hall was rented once in October and will be rented twice in December (23 & 24).  The clerk’s financial books and the treasurer’s books balanced to each other.  Clerk is still working on setting up accounts with the State of Wisconsin to collect overdue bills.  

Discussion and possible action on:

               Stacey Miller from Rural Mutual Insurance presented an overview of the Town’s insurance coverage and policy costs to the Town Board.  There was a discussion about cost and yearly increases.

  1. Jake Hepfler of H & R Electric discussed the change to building code in regards to burying electrical lines to existing house(s) and outbuildings. Act 63 is the law that was added to deal with electrical issues.  Basically, any time a new electrical circuit is installed on any building, Ag building or personal dwelling, it requires a permit and inspection.  Question if a new Township ordnance is required.  The Town Board thanked Mr. Heptler for his time.
  2. The Town Board discussed the hiring of Brian Walters and Brandon Mattson for the Tilden Volunteer Fire Department.  The Town Board asked for input from Fire Chief David Goettl.  Chief Goettl recommended hiring both men.  Daniel Adams made a motion to hire both Brian Walters and Brandon Mattson as firemen for the Town of Tilden.  Wayne Bowe seconded the motion.  Motion passed on voice vote – all ayes.
  3. Plow Truck decision- A motion was made by Daniel Adams that the Town Board moves toward buying a patrol truck with a committee consisting of: David Bowe, Frank Beaudette, Daniel Adams, and Tony Schemenauer.  Wayne Bowe seconded the motion.  Voice vote with only ayes being heard.
  4. The road issues discussed were getting the road equipment setup for winter operations and the paving of 102nd Avenue.  The discussion about the paving job on 102nd Avenue included the disappointment with the job that was done.  Monarch Paving has been contacted.
  5. The 2018 Budget and Levy approval meetings will be at the Town Hall on Monday Nov. 13, 2017 starting at 7 p.m. with back-to-back meetings.
  6. The ATV routes are closed as of Nov. 1.
  7. Daniel Adams made a motion to approve the Memorandum of Understanding with Chippewa County to handle Election requirements for Town of Tilden.  Daniel Reischel seconded the motion.  Voice vote with only ayes being heard, motion passed.
  8. Daniel Adams made a motion to approve the vouchers and transferring funds for the paying of the bills.  Daniel Reischel seconded the motion.  Voice vote with only ayes being heard, motion passed.
  9. Public comment

    2. David Goettl – discussion about wages paid by Town
    3. Daniel Adams – discussion about raising levy
  10. No announcements or items noted to be placed on upcoming agenda.
  11.  The next regular Town Board Monthly Meeting will be Dec. 13, 2017 at 7 p.m.
  12. Wayne Bowe made a motion to adjourn the meeting, which was seconded by Daniel Reischel.  Voice vote with only ayes heard, motion passed.  Meeting adjourned at 9:36 p.m.
