TILDEN TOWN BOARD MONTHLY MEETING

Wednesday Aug. 8, 2018 @ 7:00 PM

Tilden Town Hall, 10790 100th Avenue, Chippewa Falls, WI 54729

 

Minutes 

·       Meeting called to order at 7:02 p.m. with the Pledge of Allegiance lead by Daniel Adams

·       Daniel Adams did roll call of Board Members; Daniel Adams – present, Wayne Bowe – present, and Daniel Reischel – present.  All Board members present.

·       Clerk Steve Plendl verified to the Town Board that meeting notices were published in the Chippewa Herald, posted on the Town’s website, and in the following locations; Bresina’s Home Town Bar & Grill, Baier’s Bar, in front of the Townhall and in the Recycling Center.

·       Wayne Bowe made a motion to approve the minutes of July 11, 2018 Town Board Meeting as written.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.

·       Mary Hartman gave the Treasurer’s Report.

·       The Fire Department Report was given by David Goettl.  Very quiet in the Township, there were several 1st responder calls.

·       Vern Bowe gave the Highway Department/ Shop Maintenance Report.  He talked about putting up some new street signs.

·       Recycling Center Report was given by Al Goettl, who reported everything is going fine.

·       Constable’s Report was given by Daniel Adams, Frank Beaudette was gone.  Daniel Adams reported no problems.

·       Steve Plendl provided the Clerk’s report:  One driveway and building permit were issued to Bradley & Tiffany Hoover for a new home on lot 29 along 124th Street and one driveway permit was issued to Dayton & Kristine Bowe along 90th Avenue.  The Townhall was not rented during July and is not scheduled to be rented in August.  Reviewed the people who have been referred to collections by the Town of Tilden.  The Clerk is proceeding with the State of Wisconsin debt collection services.  The Clerk reported to the Board a mistake was made in some employees’ pay checks.  The Employees were paid too much due to an error by the Clerk.  It will be corrected in future paychecks.  The Clerk’s financial accounts reconciled with the Treasure’s financial accounts.

Discussion and possible action on:

  1. No action was taken on the landfill sign.
  2. No action was taken on the LP Pre-paid contract.
  3. There was a discussion about the Liquor License surrender letter from Doug Bresina - DBA: Bresina’s Hometown Bar & Grill at 12037 Co. Hwy. B, Chippewa Falls, WI 54729.  The surrender will be effective Sept. 3, 2018 at 2:00 a.m. as long as Scott Schlapper and Megan Bresina are approved to take over the surrendered liquor license.  Daniel Adams made a motion to approve the liquor license transfer from Doug Bresina to Megan S. Bresina & Scott R. Schlapper – DBA: Bresina’s Old Town Bar & Grill, LLC at 12037 Co. Hwy. B, Chippewa Falls, WI 54729 effective Sept. 3, 2018 at 2:01 a.m. and to approve Scott R. Schlapper for a Bartender License.  Daniel Reischel seconded the motion.  Motion passed on voice vote with only ayes being heard.
  4. Daniel Adams made a motion to grant Seth Eder a Bartender License.  Wayne Bowe seconded the motion.  Motion passed on voice vote with only ayes being heard.
  5. After the Board reviewed Chapter 23, Tilden’s “Regulation of Signs” ordinance, Daniel Reischel made a motion to grant a sign permit to Steve Cassellius for a sign at 10404 Co. Hwy B, Chippewa Falls.  Wayne Bowe seconded the motion.  Motion passed no a voice vote with only ayes being heard.
  6. Road Issues:
    1. There was a discussion about the different options for 113th Avenue.  With comments from the public, the Town Board decided that the existing culvert at the east end of 113th Avenue needed to be evaluated and elevations from both sides of the street needed to be done before any action would be taken.
    2. Goettl Logging is willing to remove the trees along 110th Street during the winter.  Daniel Adams said that he still needs to contact some landowners yet and that until that is done no logging will take place.
    3. The bridge work on 116th Street was supposed to have started the first week in August but has been delayed because the Chippewa County Highway Department is working in the Holcomb area.  When that work is completed they will come and start the bridge work.  It maybe several weeks before this happens.  It depends on weather and their current progress at Holcomb.
    4. 70th Avenue is not completed yet.
    5. Any road in the town – Still need to check the culvert on 125th Avenue.
  7. After reviewing the 2018 Budget for Clerk’s Office Supplies, Daniel Adams commented that there was enough money in that account to cover a copier replacement with a cost of $3,500.00 to $4,500.00.  The copier will be replaced when it breaks down.
  8. Daniel Adams made a motion to pay for Daniel Reischel, Mary Hartman, and Steve Plendl to attend the 2018 Fall Town & Village Workshops for Town Clerk, Treasurer, and Board Members if they choose.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  9. At the September Town Board meeting the up-coming 2019 Budget Meeting Dates will be tentatively set.
  10. Public comment
    1. Brian Carroll emailed about dog ordnances
    2. Daniel Reischel suggested that there be an announcement made about the posting sites on the Town’s website when Bresina’s changes hands.
  11. Daniel Adams made a motion to approve the vouchers and transferring funds for the paying of the bills.  This was seconded by Wayne Bowe.  Motion passed on a voice vote with only ayes being heard.
  12. Announcements & items to be placed on upcoming agendas:
    1. Election on August 14, 2018
    2. Keith Dachel’s request for Raze Order
    3. Up-coming 2019 Budget Meeting Dates
  13. Set date for next meeting:  Sept. 14, 2018 @ 7 p.m.
  14. Wayne Bowe made a motion to adjourn the meeting.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.  Meeting adjourned at 8:38 p.m.
