Daniel Adams called the monthly meeting to order at 7:05 p.m. with the Pledge of Allegiance

Daniel Adams conducted a roll call of Tilden Board members. Daniel Adams – present, Wayne Bowe – present, and Daniel Reischel – present.  

Daniel Adams asked the Town Clerk to verify public notice of the meeting by the Town Board.  Clerk Steven Plendl confirmed that notices were posted at the Town Hall, Recycling Center, Bresina’s Bar, and Baier’s Bar.  It was also published by in the Chippewa Herald newspaper and posted on the Town’s website.

After reviewing the Dec. 13, 2017 Town Board meeting minutes, Wayne Bowe made a motion to accept the Wednesday Dec. 13, 2017 Town Board minutes as written.  Daniel Reischel seconded the motion.  After a voice vote with all ayes the motion was passed and the minutes were accepted.

Mary Hartmann provided the Treasurer’s Report for the month of December 2017.  She reviewed the expenses and income for the month of December along with other financial activity.  She has been collecting property taxes by mail and at the Town Hall.

David Goettl gave the Fire Department Report.  TVFD responded to a house fire at Keith Dachel’s.  This was the sixth structure fire in the area.  The other structure fires where in other Townships, but TVFD provided mutual aid as requested.  TVFD responded to 50 calls during 2017, which was less than in 2016.  These calls included auto accidents, structure fires, mutual aid requests, and first responder calls.

Francis Goettl provided the Highway Department/ Shop Maintenance Report.  Francis reported that snow plowing operations have started but the snow has been light.  The Highway Department had to replace damaged street signs due to vehicles knocking them over – all vehicles drove off without reporting the damage.  Town of Tilden signs are being stolen almost as fast as they are put up, not sure if it pays to replace them.  There have been mechanical issues with the Freightliner plow truck.

Albert Goettl gave the Recycling Center Report.  He reported things going well.

Frank Beaudette gave the Constable’s Report.  Frank reported some barking dog issues.  Daniel Adams has addressed those issues.

Steve Plendl gave the Clerk’s Report.  There were no building permits issued for the month of December.  The Clerk reviewed the outstand bills and said that the Township has entered into an agreement with the State of Wisconsin Debt Collection Service to submit any bills that are 90-days or more overdue for collection through this agency.  The Town Chairman has requested several changes to the c-report to make it easier to understand.  The Clerk’s accounts balanced with the Treasurer’s accounts – both sets of books are in balance.

Discussion and possible action on:

  1. Town Levy increase – The Town Board discussed increasing the Town’s property tax levy to meet current and future wage, equipment, and road increases.  Board expressed a concern about the Chippewa Falls School District referendum for buildings as this would increase their share of the property tax significantly.  The board doesn’t want the Town’s levy increase to be a burden but they expressed concern about meeting future Town needs at the current levy rate.  An audience member agreed with the need to increase the Town’s levy but the Board should keep in mind those homeowners on a fixed income.  The same person expressed concern about CFSD referendum impact on the property tax bill.  Amount of increase discussed was either a $10,000, $20,000, and $30,000 ongoing Town levy increase.  There will be a Community Preservation Committee meeting Wednesday Jan. 17, 2018 at 7 p.m. at which time there will be a discussion about the Town’s levy increase.  Discussion about having a Referendum or a Meeting by Town Electors (Town Electors are the residents of the town who elect government officials) about the Town’s levy increase.  The public in attendance and several members of the Town Board want a vote at a meeting of the Town’s Electors to decide the levy increase, because referendums cost the Township money.  Daniel Adams made a motion that the Town Board hold two Public Hearings about the Town’s levy increase, Saturday Feb. 3, 2018 at 12 noon and on Thursday Feb. 8, 2018 at 7 p.m.  Wayne Bowe seconded the motion.  After voice vote, with only ayes being heard, motion was passed.
  2. WDNR 2017 Landfill Report – The Wisconsin Department of Natural Resources has sent a letter to the Township listing items that are out of compliance with the contract at the Town’s old landfill.  The Township and WDNR entered into a contract to close the landfill that specified how the landfill area would be maintained.  The Clerk could not find the contract, Daniel Adams will contact the WDNR to obtain a copy of the contract to see what it requires.  The Township has until August 2018 to address compliance issues.  Township will try to address them before then.
  3. Tilden Lions requested two picnic beer licensees, Sunday February 18, 2018 and Sunday March 18, 2018 in St. Peter’s Church basement.  Daniel Adams made a motion to grant the Tilden Lions picnic licenses for Sunday February 18, 2018 and Sunday March 18, 2018.  Wayne Bowe seconded the motion.  Motion was passed on a voice vote.
  4. Prochnow Assessing requested an Open Book meeting on Tuesday April 24, 2018 from 2 – 4 p.m. followed by the Board of Review on Thursday May 24, 2018 from 7 – 9 p.m.  Daniel Adams made a motion to hold the Open Book on Tuesday April 24, 2018 from 2 – 4 p.m. followed by the Board of Review on Thursday May 24, 2018 from 7 – 9 p.m.  Daniel Reischel seconded the motion.  Motion passed on a voice vote.
  5. Bloomer Telephone Company requested the Town to enter into a Private/Public Partnership contract.  The Tilden Town Board is willing to provide a letter of endorsement for Bloomer Telephone Company’s grant application with the Wisconsin Public Service Commission.  A discussion about permit fees and whether to waive them or have them pay a portion of the permit fees.  Daniel Adams made a motion to provide a letter in support of the Bloomer Telephone Company’s grant application and that the Town of Tilden would waive one half of the utility permit fees.  Daniel Reischel seconded the motion.  Motion passed on a voice vote.
  6. Plow Truck discussion about bids and equipment.  It was decided to have a meeting on Wednesday January 17, 2018 at 6:30 p.m. to select the new plow truck.
  7. No road issues were noted, other than brushing operations continue.
  8. There were no comments from the public, no one spoke when asked by Daniel Adams.
  9. Daniel Adams made a motion to approve the vouchers and transferring funds for the paying of the bills.  Wayne Bowe seconded the motion.  Motion passed on a voice vote.
  10. Announcements & items to be placed on upcoming agendas:
    1. Levy hearing meetings – Feb. 3 & Feb. 8, 2018
    2. Truck meeting on Wednesday January 17, 2018 6:30 p.m.
  11. Date for the next Monthly Town Board meeting is Wednesday February 14, 2018 at 7 p.m.
  12. Daniel Adams made a motion to adjourn the meeting at 8:50 p.m., which was seconded by Wayne Bowe.  Motion passed with a voice vote, meeting adjourned.
