TILDEN TOWN BOARD MONTHLY MEETING

Wednesday Nov. 14, 2018 @ 7:00 PM

Tilden Town Hall, 10790 100th Avenue, Chippewa Falls, WI 54729

Minutes 

- Daniel Adams called the monthly meeting to order at 7:08 p.m. beginning with the Pledge of Allegiance

- Roll call of Town Board members: Present are - Daniel Adams, Daniel Reischel & Wayne Bowe

- Clerk Steve Plendl verified that public notice of the meeting was published in the Chippewa Herald, posted on the Town’s website, outside the Townhall, at the Town’s Recycling Center, outside of Baier’s Bar and at Bresina’s Old Town Bar & Grill.

- Wayne Bowe made a motion to approve the Oct. 9, 10 & 23, 2018 Town Board’s Meeting minutes.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.

- Treasurer’s Report was given by Mary Hartman.

- Fire Department Report was given by Chief David Goettl.  Chief Goettl reported the TVFD responded to a car fire on Hwy. 53.  There were also several First Responder calls.

- Highway Department Report was given by Vern Bowe.  Tilden’s Highway Department sanded two days during the recent snowfall.  Grader is ready to go.  Will be picking up the new plow truck this week.

- Recycling Center Report given by Albert Goettl, who reports all is well.

- Constable’s Report / Dog complaints report was given by Daniel Adams.  Daniel Adams reported no complaints.

- Clerk Steve Plendl reported: three building permits were issued; Tammy Boiteau for a shed at 7902 Co. Hwy. Q Chippewa Falls; Ultimate Lawn – Logan Fisher for an addition to a shed at 12154 90th Street Chippewa Falls; Gary Yohnk for a garage at 8330 Co. Hwy. Q Chippewa Falls.  The Townhall is rented Nov. 24th, Dec. 15th, and Dec. 22nd.  People who have bills from the Township that are over 90 days had been sent a letter which indicated they would be sent for collection.  Several outstanding bills were collected in full.  The remaining people will be referred for collection.  Steve Plendl also presented the wage ledger, check register, and c-report to the Board.  The Clerk and Treasurer’s accounts are in balance.

The following were discussed and some actions taken:

  1. Daniel Adams made a motion to approve Bartender Licenses for Nikki L. Kloss & Krystal Ann Marie Hagen Miller.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  2. Daniel Adams directed Vern Bowe to put the new landfill sign up as soon as possible.
  3. Discussion about upgrading the Town’s website.  No action was taken
  4. Daniel Adams made a motion to adopt a resolution to increase the Town’s Levy by 20.05%.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.  Daniel Adams then made a motion to hold a Special Meeting of the Town of Tilden Electors on Nov. 29, 2018 at 7 p.m. with the agenda being: 1 - To approve total highway expenditures for 2019pursuant to Section 82.03 of Wisconsin Statutes.  2 - To approve the 2018town tax levy to be paid in 2019pursuant to sec. 60.10(1)(a) of Wis. Statutesand to approve a permanent increase to the Tax Levy of $40,000.00.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.  Proposed 2019 Budget Resolution – see attached resolution.
  5. Road Issues:
    1. 113th Ave. work is almost completed.  Xcel has some poles to move and Chippewa County has reworked the ditch and installed a culvert along the Northside of 113th Ave.
    2. 70th Avenue crack seal & chip coat will be looked at in the Spring of 2019.
    3. Wisler report is due 12/15/2018.  It will be completed by that time.
    4. Any road in the town.  The new culvert on 116th Street needs more gravel.  It was suggested that reflectors be placed along the area were the new culvert was installed.
  6. Review of Nov. 12th Special Town Meeting of Electors.  13 people showed up for the meeting.  The Town Board presented their proposed 2019 budget to those present.  At the Special Meeting of the Town’s Electors a motion was made to adjourn the meeting until Nov. 29, 2018.  The meeting will take place on Nov. 29th at 7 p.m.
  7. Taking delivery of the new plow truck this week.  Daniel Adams made a motion to borrow $60,000.00 from Northwestern Bank at an interest rate of 3.75% for a period of four (4) years for new plow truck.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.  Daniel Adams made a motion to take $30,000.00 out of the Highway Department’s Capital fund and $31,650.00 from the Contingency Fund to put into the checking account to make an initial payment on the new plow truck.  Daniel Reischel seconded the motion.  Motion passed on a voice vote with only ayes being heard.
  8. The Town Board asked why the Clerk is requesting the raise for election workers.  The Clerk responded that many other Townships pay over $9.00 per hour for election work.  Daniel Adams made a motion to raise the pay for election workers from $8.00 per hour to $9.00 per hour.  Wayne Bowe seconded the motion.  Motion passed with only ayes being heard.  Daniel Adams and the Town Board thanked the Election Workers for the good job that was done on Election Day.  791 voters cast ballots out of approximately 1,000 registered voters.
  9. Daniel Adams opened the floor for public comment.  Dave Hartman asked what type of trade in did the Town receive for the old truck - $19,500.00.  A discussion about the working life of plow trucks came from this question.
  10. Daniel Adams made a motion to approve the vouchers and transfer funds for the paying of the bills.  Wayne Bowe seconded the motion.  Motion passed with only ayes being heard.
  11. Daniel Adams announced the Special Town Meeting of the Electors on Nov. 29th starting at 7 p.m. And the Town of Tilden Caucus Date will be set at the Town Board’s next monthly meeting.
  12. The next monthly meeting date for the Tilden Town Board is Dec. 12, 2018 at 7 p.m.
  13. Daniel Reischel made a motion to adjourn the meeting.  Wayne Bowe seconded the motion.  Motion passed on a voice vote with only ayes being heard.  Meeting adjourned at 8:37 p.m.
